The Committee on National Security and Defense recommends the Parliament to adopt as a Basis the Bill on Amendments to Certain Legislative Acts of Ukraine on Certain Issues of the Social protection of Military officers and other Categories of Citizens, One-off payment in Case of Their Death, Disability or Partial Loss of Working Capacity without Disabled Status

The bill (Reg. No7277) submitted by S. Hrynevetskii, People´s Deputy of Ukraine, envisages new
conditions of one-off payment in case of death of military officers and other
persons from the junior and senior officers personnel, or their disability,
changing such circumstance as ‘permanent injury´ on ‘implementation of
disability category or partial loss of working capacity without the disability
category.´ The bill implements defining of this category of aid as social
payment and delimit its rate depending on the consequences and the moment it
took place. Furthermore, it suggests change the base of calculation for this
payment, taking into the consideration official rate of pay, payments due to
the special titles and bonus for the for prolonged meritorious service instead
of all the sum of monetary aid and also detail the order of such payments
nomination.
In the
course of the discussions the Committee members declared: the bill is aimed at
the implementation of the single conditions for nomination and payment of the
indicated aid to all the individuals working in the interests of state during
their services and their activity was the same and with the similar level of difficulty
endangering their lives and health, delimited rates of such payment depending
on the consequences of disability of the military officers and other individual
of the equal status.
The
Committee members upheld the bills as it adoption shall regulate the conduction
of one-off payment and facilitate the effective use of the budget funds
allocated for such purposes.
